How tight should rings be around a scope?

I don't have a torque-screwdriver and I've never mounted a scope before. I put a Nikon 4x32mm on my .22LR, but I may have made it too tight. Can someone somehow describe to me how tight the rings should be screwed down? Right now, there's now way in hell the scope can rotate out of position, even if I tried to turn it with significant force...is that too tight?
